Short term construction‐related noise impacts that could occur include implementation of the Runway
16‐34 extension, hangar development, and other apron and taxilane projects. However, these impacts
typically do not arise unless construction is being undertaken during early morning, evening, or
nighttime hours.
Construction‐related air quality impacts can be expected. Air emissions related to construction activi‐
ties will be short term in nature and will be included in the air emissions inventory, as required for
NEPA documentation efforts.
The Airport and all applicable contractors will need to obtain and comply with the requirements and
procedures of the construction‐related TPDES Construction General Permit, including the preparation
of a Notice of Intent and a Stormwater Pollution Prevention Plan, prior to the initiation of product con‐
struction activities.
FLOODPLAINS
As defined in FAA Order 1050.1E, floodplains consist of “lowland and relatively flat areas adjoining in‐
land and coastal water including flood prone areas of offshore islands, including at a minimum, that
area subject to one percent or greater chance of flooding in any given year.” Federal agencies are di‐
rected to take action to reduce the risk of flood loss, minimize the impact of floods on human safety,
health and welfare, and restore and preserve the natural and beneficial values served by floodplains.
Floodplains have natural and beneficial values, such as providing ground water recharge, water quality
maintenance, fish, wildlife, plants, open space, natural beauty, outdoor recreation, agriculture, and
forestry. FAA Order 1050.1E (12) (c) indicates that “if the proposed action and reasonable alternatives
are not within the limits of a base floodplain (100‐year flood area),” that it may be assumed that there
are no floodplain impacts. The limits of base floodplains are determined by Flood Insurance Rate Maps
(FIRM) prepared by the Federal Emergency Management Agency (FEMA).
New Flood Insurance Rate Maps were adopted for portions of Tarrant County in 2009. In response, the
City of Arlington amended its Flood Hazard Ordinance to reflect these changes effective September 25,
2009. The location of the floodplain is depicted on Exhibit 5A. As indicated on the exhibit, the flood‐
plain is located immediately north, west, and south of the Airport and includes areas identified for fu‐
ture development. These include: RPZ land acquisition to the north and perimeter access road con‐
struction to the north and west. Prior to construction within these areas, potential impacts to flood‐
plains will need to be evaluated. Coordination with the City of Arlington Floodplain Administrator may
also be required to determine permitting requirements associated with development within the flood‐
plain.
