before a development is approved.
The Future Development Areas
Map provides the general direction
and includes a range of potentially
appropriate land uses and intensities
within each of the focus areas. While
the Map will influence future zoning, it
does not impose zoning or development
restrictions on any property.
Evaluation of zoning proposals to
determine appropriate locations for
future development, redevelopment and
expansion of existing uses within the
city should include consideration of the
following questions:
The Plan documents the general
recommended future uses for each
designated area. However, other types
of uses may be compatible with the
designated use and deemed to be
consistent with the Comprehensive Plan.
The focus area categories should not
be interpreted to support or preclude
developments without consideration
of the strategies and intent of the
Comprehensive Plan.
Site considerations relating to
topography, soils or hydrology are also
important in establishing the specific
use and intensity of a particular parcel.
Similarly the presence of adequate
streets, schools, parks, and other

• Is the use being considered
designated on the Development
Focus Areas Map in an area where its
location is proposed?
• If the use is not specifically mentioned
in an area noted on the Development
Focus Areas Map where its location
is proposed, is it needed to service
such a planned use, or could it be
established without adversely altering
the recommended land use and
character of the area?
• Will community facilities and streets
be available at city standards to serve
the use proposed for the property?
