The basic criterion of carrier selection was to minimize the adverse effects on the surrounding area during construction. A steel carrier helped to avoid the use of heavy machinery and minimize the use of concrete. The carrier was manufactured outside the construction site and was later assembled on it. The outer shell of the building is a completely dry construction, consisting of a double housing: the first is waterproof, composite layered and insulated dry masonry, which surrounds the steel carrier, while the second housing (exterior) is ventilated with corten steel plates lining. The elongated walls, which surround and define the building along the east - west axis, are made of gabions, assembled and filled in place, with crushed rock ropes excavated, during the excavation of the foundation. 31
