An old disused portion of land , occupied by some informal settlers , south of Tokai , was identified by Rabie as a prime development opportunity . Through negotiation with the governmental authorities , the squatters were provided with formal housing and the parcel of land was unlocked for development .
The Rabie / Cavcor Westlake Estate development wisely positioned two similar sized retail centre sites at opposite ends of the precinct .
ARCHITECTS REPORT Situation and Context KMH Architects were appointed as architects for the Steenberg Village site , which is located at a prominent transitional node at the northwest corner .
The obvious contextual challenges helped establish a logical footprint early on , where the centre turns its back on “ undesirable ” Pollsmoor Prison and opens up to the beautifully manicured Steenberg Golf Estate and the mountain backdrop . Through early involvement , the architects could redraw the Reddam Avenue access road and site boundaries , thereby enhancing the property value and development opportunity .
