Local governance from Champoeg to Charbonneau

This month’ s‘ Villager’ features a number of articles on the governance of Charbonneau. This is timed to coincide with the process
MAUK of electing directors to serve on the board.
Our community, like other HOAs, has it’ s own governing body. Residents electing their governing body fits one of Charbonneau’ s fundamental principles, that of taking personal responsibility.
It’ s easy to take this for granted, but I can tell you that local self-governance faces many risks as statutes are drawn up to take our

internal decisions away from us. When we purchase or move into properties within Charbonneau, we agree to certain rules and restrictions. Our deeds are recorded with the county imbedded with these, which we know as CC & Rs.
Within these CC & Rs there is some flexibility to amend specific elements, such as those associated with architectural standards. When you vote as a property owner for issues and candidates at the annual meeting in May, you are participating in the self-governance process of Charbonneau. You are taking personal responsibility as a resident when you cast your vote.
Thomas Jefferson had a grand vision in 1803, when he sent Lewis and Clark west on their Corps of Discovery Expedition. No one had much of an idea of what lay ahead. Discoveries were a-many, populations of Native Americans, flora and fauna and challenging geography a-plenty.

Jefferson expected people would migrate westward because of the open space, abundant farmland, food sources and natural resources, yet that didn’ t happen in his lifetime. It took nearly 40 years before western migration occurred. It seemed Americans liked where they lived and the proximity to family and friends, while being leery of the unknown.
On French Prairie, down river from Charbonneau, the first government west of the Mississippi River was formed at Champoeg in May, 1843. This was done so that local settlers could determine their own fate as geopolitical pressures mounted in what became the Oregon Territory, which included Washington, Idaho and parts of Montana and Wyoming. Provisional and territorial bodies governed for 16 years, until Oregon statehood was established in February, 1859.
In each case, laws were established by representatives elected

by voters. In other words, residents governed by establishing structures, organizations and rules by which to live. To take the wild out of the west. I bring this bit of history up as a reminder that the way we govern in Charbonneau has deep roots in French Prairie and the traditions of a self-governing democracy. The immense continental size of North America, with its diverse populations, did not dissuade localities from seeking their own elected governance within it.
Now it’ s our turn, with one vote per residence, to replicate what 102 male voters did 182 years ago at Champoeg. How Charbonneau works starts with resident participation, and, at the end of the day, that’ s what creates the ambiance, serenity and quality of life we enjoy here.
