Leadership in an emergency : Charbonneau adopts standardized system

The Emergency Preparedness and Public Safety ( EPPS ) Committee is a busy and productive part of Charbonneau . Besides having a large group of dedicated emergency volunteers in our community ( folks like the captain ’ s network and medically trained residents ), we also have built resources . For example , we have stored medical equipment , developed communications systems , added emergency power and fuel resources and provided education .
We realized that we also needed a system to organize our leadership process and response to an emergency that was in line with the rest of the community , state and nation . We decided to adopt the use of the Incident Command System ( ICS ) for our Charbonneau leadership team .
What is ICS ? ICS was created by FEMA , and is
a common process and language that can allow agencies and communities to better work together and talk to each other in an emergency . ICS is used by city , county , state and federal agencies . It is also utilized by first responders : police , fire , paramedics , rescue and hospitals . Businesses can also use ICS in their disaster planning .
ICS uses a simplified chain of command and communication process . Roles are defined and flexible . Some of the roles include titles like incident commander , safety officer , planning and public information .
ICS also provides a way to document our response to any disaster or emergency . If reimbursement or grants are available , record keeping is vital . Documentation also allows us to review our response to determine what we have done well , and what needs improvement .
Emergency Operations Center : EOC
Part of the Incident Command System includes utilizing a central location to gather the ICS team to work . That location is known as the EOC : Emergency Operations Center . Charbonneau ’ s EOC is located in the Activity Center , but an

EOC can be moved anywhere in the event of a disaster .
The EPPS Committee and several core team members , some CCC board members and Charbonneau staff have received basic training in ICS , and will practice its use . Why the Crab & Rib Dinner is so important

Thank you to those who came to our Crab and Rib Dinner . Or should I say our Salmon and Steak Buffet . What you did that evening helped a lot of children

are in safe places , in foster care or are getting ready to be adopted .
Here is a story about one of these children . As you can tell by the missing tooth , she is in first grade . We will call
Sarah was adopted through the Boys & Girls Aid program .

When Sarah was 2 she was taken away from her parents because they beat her . She was sent to her aunt Mary . She carried with her a small garbage bag . In it Mary found slacks that were too long , a shirt that was too large , various sizes of under clothes and no comb , brush , toothbrush or tooth paste . Sarah ’ s body was full of bruises and she was hungry .
Mary fed her , gave her a bath , washed her hair and brushed her teeth . The bath was Sarah ’ s favorite thing . For the
COURTESY PHOTO first time in her life she was warm , fed and cared for . Mary bought clothes that fit Sarah . Then over the next years , Mary taught Sarah how to take a bath , brush her own teeth and wash her own hair . “ Like a big girl .”
Fortunately aunt Mary was a member of Boys & Girls Aid in Portland . So she adopted Sarah after her mother and father gave her permission to do so . She had to fight for this permission but did not give up . Sarah is now with Mary in a home she loves . We call it her “ forever home .” She is so happy .
Sarah is one of the children you helped at our Crab and Rib Dinner as you gave from your hearts that evening . You bought wine , and baskets . You donated at a paddle raise and heard a speaker whose story is a bit like Sarah ’ s .
