• Areas of standing or pooling water
• Excessive dirt , mud , or debris
• Existing asphalt is too thin ( 2 ” or less )
• Failing base or sub-base
• Completely failed surface
• Coal tar sealed surfaces
• Traffic loads exceeding the design thickness
