The Birth of the PavementSaver

It was an odd sight. What Rich Ray-
ner saw was something that looked
like a boat anchor rigged to a seal-
coat machine. Rayner, representing
RaynGuard Protective Materials
(RG) and their SteelGuard sealcoat
material, was visiting customer job
sites in the mountainous Lake Tahoe
region when he noticed this strange
setup. Confused, Rayner asked the
customer what was going on with
the unique situation here.
The answer to his question was both
predictable and alarming. “We can
usually climb the hills okay, but go-
ing downhill, we can’t always stop,
or even slow down, so we drop the
anchor into the squeegee in hopes
it will dig into the asphalt and slow
us down,” said an embarrassed rep-
resentative of the sealcoat company.
Rayner, president of RG and Califor-
nia Pavement Maintenance (CPM)/
Rayner Equipment Systems (RES),
who is experienced in mechanical
equipment designs immediately rec-
ognized a problem that desperately
needed a solution. Operators had to
solve their own needs because man-
ufacturers weren’t noticing. Rayner
