Free Steam.
Not all here in the SteamGuild have been born with a silver spoon in the mouth, and so we are always on the prowl for some free steam. The Aether-net, while not replacing the venerable public library, has managed to provide us with free and easy access to some great works.
Should you be a traditionalist, all the works of HG Wells and Jules Verne are available at Project Gutenberg. Along with some 46,000 other tomes. Each book is available in multiple formats for free.
The Open Culture website has made all the works of H.P.Lovecraft available, including ebooks and audiobooks; Essential reading for those who enjoy Cosmic Horror.
If you wish to Read about Steampunk, you can not go past the Steampunk Magazine. Established in 2007 by an anarchic collective; this is for many THE ultimate work of steampunk writing. They publish research articles, fiction and how-to guides, all Creative Commons.
Steampunk Music can also be found online in no small measure. Generic searches of youtube will throw up many videos by Abney Park or Professor Elemental. Someone has even collected them into a playlist at, http://www.last.fm/listen/globaltags/steampunk . Personally though I prefer to search Soundcloud for steampunk,

Finally, for a unique experience, I would suggest Radio Drama. The Radio Theatre of New York City makes several of their old recordings available. Other companies also make their plays available. http://www.theradiotheatrehour.com/
