2014 : Year at a Glance

Policy Actions & Accomplishments in 2014
In Spring and Summer of 2014 , as they do every year , the Town Council reviewed and updated the Town ’ s strategic plan . This update ensures that initiatives funded in the operating budget and community investment plan ( CIP ) support the strategic objectives and community vision outlined in the plan .
This year , in advance of Town Council workshops to update the strategic plan , the Town held several focus groups with residents and businesses to gain feedback on areas of focus for the community . Learnings and insights from those discussions were used to develop nine results areas for the Jupiter Community to help guide decisions on programs and initiatives going forward . These results areas will be used to prioritize programs , and ultimately determine how best to utilize Town resources to achieve the outcomes desired by the community .
Below is a brief summary of some of the major policy actions and accomplishments for 2014 as a result of actions and approvals made by the Town Council and the Community Redevelopment Agency ( CRA ):
• Approved a project to reconstruct Parkway Street in the Inlet Village . The project will reconstruct the roadway , install new stormwater facilities and re-align the road at the intersection with A1A .
• Approved the Lakewood development , located north of Indiantown Road and west of the Florida Turnpike . Lakewood includes 275 residential units , 150,000 square feet of R & D , a 5,000 square-foot restaurant and a 14,750 square-foot drugstore .
• Approved the Villa Diamante project , located on Old Jupiter Beach Road . Villa Diamante consists of 10 , two-story duplex buildings for a total of 20 residential units .
• Passed a resolution regarding All Aboard Florida ( AAF ), urging AAF to consider the significant public health , safety and welfare concerns associated with the project . Then later in the year , submitted the Town ’ s official response to the Federal Railroad Administration on the All Aboard Florida project , identifying the need for more information and the need to address issues related to land use rights , public safety and traffic impacts ( see www . jupiter . fl . us / AAF for more information and resources on AAF ).
• Reduced the number of live-work units required in Mallory Creek and Windsor Park neighborhoods in Abacoa , and changed the approved location and type of live-work units allowed .
• Increased parking penalties to $ 40 from $ 20 in order to update the fee schedule and act as a better deterrent .

• Awarded $ 41,201 in Neighborhood Matching Grants for Clocktower Hammock , Hammock Trace , Indian Creek Phase 3A , Indian Creek Phase IX , Jupiter Plantation , Indian Creek Phase VIII ( Eagle Ridge ), Pennock Landing , Riverwalk , Sea Palms , and Village at Abacoa . Also awarded $ 1,000 in Community Building Grants to Riverwalk , Clocktower Hammock , Pennock Landing and Ridge at the Bluffs .
• Awarded private stormwater grants totaling $ 80,860 . Grants were awarded to Jupiter Landings ($ 44,275 ), Jupiter Palms ($ 4,000 ), Riverwalk ($ 4,625 ), and Indian Creek Phase VIII ($ 27,960 ).
• Approved an ordinance banning the sale of dogs and cats in pet shops within the Town .
• Began the utility construction phase of the roadway reconstruction project along A1A from Jupiter Beach Road to US 1 . The utility construction phase , which will cost approximately $ 3.7 million , will underground utilities and provide a new master stormwater system for the Inlet Village area . The second phase of the project will include landscaping , pedestrian facilities , lighting , and roadway resurfacing .
• Approved a plan for Admiral ’ s Cove to reconfigure the marina to add new yacht slips , add valet parking at the clubhouse , and restore two barrier islands along the west side of the Intracoastal Waterway .
• Approved using the FEC Train Depot ( circa 1915 ) located in Sawfish Bay Park as a museum with meeting space for civic organizations .
• Approved a request from U-Tiki Restaurant and Marina in the Inlet Village to reduce the number of transient slips ( boat mooring spaces ) from 18 to 14 , and increase the number of leasable slips from 24 to 36 .
• Approved “ Abacoa Community Park ” as the new name for South Jupiter Community Park , and “ The Plaza Down Under ( on the Riverwalk )” as the new name for the Riverwalk Events Plaza .
• Approved Riverwalk hours of operation to allow entertainment districts to be open from 5am to 1am , and residential areas from 5am to 10pm . The area around Burt Reynolds Park will be open 24 hours .
• Approved creating a Riverwalk Ambassadors program , which would establish an organized volunteer group to partner with the Town and Police Department to monitor activity along the Riverwalk and provide information .
