Number of Students Enrolled by Program
Carlos Rosario School ESL students are placed
according to their level of English proficiency.
Student Attrition Rate During the Year Reported
This rate does not apply to the Carlos Rosario School
as the School serves adults for whom education is not
compulsory.
Student Re-Enrollment
The majority of students eligible for re-enrollment
88.32% enrolled in fall 2010. The school maintained
its enrollment of 1,750 students throughout the
school year. Demand for classes remained constant.
As Carlos Rosario School was oversubscribed (new
student applicants outnumbered spaces available
for classes), the school held enrollment lotteries and
established lottery waiting lists of over 380 students
for day, afternoon, and evening sessions. In addition,
regular waiting lists of more than 1,000 students
were kept for students seeking enrollment after the
enrollment periods had ended.
Demographics
During the 2010-2011 academic year, Carlos
Rosario School offered more than 3,000 students
an array of programs and supportive services. These
learners comprised an ethnically, geographically,
and linguistically diverse student body, with students
coming from 72 countries and speaking 37 different
languages. Their native countries included Cameroon,
Egypt, Ethiopia, Morocco, Sudan, Bangladesh, China,
Indonesia, Pakistan, Togo, Vietnam, Poland, the Czech
Republic, Yemen, Turkey, Brazil, the Dominican
Republic, El Salvador, Bolivia, Guatemala, Mexico,
Peru, Honduras, and the United States.
Percentage of Limited- and Non-English Proficient
Students
During the 2010-2011 school year, the percentage of
LEP/NEP students at Carlos Rosario was 89.55%.
Percentage of Students with Special Education IEPs
At the time of enrollment, the school’s Registration
Department monitors for students with special
education Individualized Education Plans (IEPs).
During 2010-2011, the DC Public School system
forwarded no IEPs for students between 16 and 21
years of age as we had no special education students.
The school enrolls a minimal number of students
under the age of 22 and the majority has recently
emigrated from their countries.

Percentage of Students Qualifying for Free or
Reduced-Price Lunch Program
As a public charter school that serves adults, Carlos
Rosario cannot participate in the National Free Lunch
Program, and does not receive Title I funding, which
is only available for degree-granting K-12 public
schools.
Average Daily Membership
While research and educational literature often cite
the sporadic and low attendance of adult education
students, the school’s quality educational programs
and supportive services have constantly motivated
high student attendance even though education is
not compulsory for this population. The average daily
membership was 1,771 students.
Average Daily Attendance/Promotion Rate
During the 2010-2011 school year, the School’s
average daily attendance was 81.2% and the
promotion rate was 79%.
