E. GOVERNANCE
Introduction
Carlos Rosario’s Board of Trustees held four
meetings during school year 2006-2007. As required,
minutes of these meetings have been submitted to the
Public Charter School Board. Meeting minutes over
the course of the school year revealed a significant
growth in tackling issues such as board structure, the
establishment of new board committees, school
visibility, and strategic planning.
Board members discussed plans for the school year
Based on their expertise in a particular area and on
their contacts, Board members are recommended by the CEO and Founder as well as by other
Board members, and they need to be approved by the entire Board. While there are no specific
requirements, the school makes a concerted effort to attract a diverse membership, focusing on
community members who are bilingual and multilingual; have a familiarity with issues facing
immigrants; and offer a particular skill such as banking, fundraising, public relations, and
business. The Board now also contains student members.
The Board of Trustees is structured in compliance with the School Reform Act; there are an odd
number of Board members and the majority of members are DC residents. Because parents are
part of the student population, and the school serves adults, they are not necessarily included on
