MANILA -- Headline inflation rose in September to 6.7
percent year-on-year from 6.4 percent in the previous
month. The year-to-date average of 5.0 percent is above
the Government’s announced inflation target range of
3.0 percent ± 1.0 percentage point for 2018. By contrast,
core inflation—which excludes selected volatile food and
energy items to measure underlying price pressures—
eased to 4.7 percent in September from 4.8 percent in the
previous month. Likewise, month-on-month seasonally-
adjusted headline inflation slowed down to 0.8 percent in
September from 0.9 percent in August.
Inflation in September continued to be driven by
supply-side factors as food prices remained elevated. Rice
inflation rose to double-digit rates in September due to
tightness in domestic supply amid the ongoing lean season
and weather-related disruptions. Likewise, inflation for
inflation slowed down for the second consecutive month
as electricity rates declined due to lower generation and
transmission charges. At the same time, inflation for
education remained negative in September following
the implementation of the free tuition program of the
government for the public tertiary level.
The latest inflation reading is in line with the
BSP’s assessment of future inflation path, which suggests
that, in the absence of further shocks, inflation may have
peaked in the third quarter of 2018, and is expected to
decelerate in 2019 and 2020. Nevertheless, the BSP
remains vigilant in assessing evolving inflationary
conditions in order to ensure that the monetary policy
stance remains consistent with its price stability mandate.
At the same time, the BSP continues to support the various
non-monetary interventions of the National Government
that will further mitigate the impact of supply-side factors
on consumer prices.

MANILA – Mothers of disappeared university
students assailed the reported continuing detention of
retired Maj. Gen. Jovito Palparan in a military camp
despite a commitment order from a Bulacan court,
ordering his detention at the National Penitentiary.
“The military’s continuing custody (of
Palparan) is not just. Is this how justice goes in the
country? They should be ashamed of themselves. The
whole world is rejoicing over his conviction and this
is what they do?” Concepcion Empeño, mother of
disappeared student Karen, told Bulatlat.
Palparan is the highest military official ever to
be indicted and consequently convicted for a human
rights violation. Last Monday, Sept. 17, a Bulacan
court issued a commitment order against Palparan and
two other Army officials as they were found guilty of
kidnapping and serious illegal detention charges over
the enforced disappearances of university students
Karen Empeño and Sherlyn Cadapan more than 12
years ago.

Penitentiary as all convicted felons are.”
He added “most disturbingly is the undeserved
special treatment he [Palparan] is being given since
he was arrested in 2014.”
Olalia said in a statement, “that is not only
brazen impunity but is also open disrespect that
undermines the justice system all the more and
validates well-founded fears that the Army has
something up its sleeves.”
Duterte admits Cardinal Santos visit for tests
PRESIDENT Rodrigo Duterte admitted
Thursday he underwent a second endoscopy
and colonoscopy at the Cardinal Santos Medical
Center in Quezon City on Wednesday.
Duterte made the revelation in a speech
before members of the Philippine Military
Academy Alumni Association (PMAAA)
contradicting Presidential Spokesman Harry
Roque’s earlier statement that he did not go
to the hospital and instead took a day off on
Wednesday.
In his speech at the PMAAA event, the
73-year-old Duterte said he went to the hospital
to have a repeat endoscopy and colonoscopy on
the advice of his doctor. He spent one hour at
Cardinal Santos, he said, according to reports.
Duterte said he had endoscopy and
colonoscopy three weeks ago and because of the
result he needed the retest at Cardinal Santos.
The president said that if he has third
stage cancer, he will not undergo treatment.
