DOE Pushes Oil and Gas
Exploration in PH with New
Contracting Round
THE Department of Energy (DOE) is set to conduct a
series of roadshows to help boost the exploration of oil
and gas resources in the Philippines under the DOE’s
Philippine Conventional Energy Contracting Program
(PCECP).
The DOE will be in Palawan on Thursday (20
September) to jumpstart the local roadshows. This will be
followed by other roadshows to be held in Davao on 27
September and Zamboanga on October.
These three venues were selected to host said
events as they are strategically located near some of the
14 pre-determined areas (PDAs) of the DOE for potential
petroleum exploration and development activities.
The PDAs include one area in the Cagayan Basin,
three in Eastern Palawan, three in Sulu, two in Agusan-
Davao, one in Cotabato, and four in Western Luzon.
During the roadshows, local communities will
be oriented on the benefits of hosting exploration and
development projects and its greater contribution to
nation-building.
The PCECP is the DOE’s revised and transparent
petroleum service contract awarding mechanism that
allows the government to develop and utilize indigenous
petroleum resources under a service contract with qualified
local and international exploration companies. Under
the PCECP, awarding of service contracts are conducted
either through the competitive selection process or via
nomination.
Aside from the 14 PDAs, the PCECP now has
an added option of allowing prospective investors to
nominate areas outside of the PDA list.
“We have to be aggressive in our pursuit of
achieving energy self-sufficiency as envisioned by the
Duterte Administration. Maximizing our exploration
and development activities would help us keep up with
energy sector developments and economic changes in the
ASEAN region and worldwide,” Secretary Alfonso G.
Cusi stressed.
Per data gathered by the DOE, an annual average
of only 5 wells have been drilled in the country from the
period 2007-2017. This puts the Philippines way behind
its neighboring countries, Myanmar (29), Malaysia (81),
Indonesia (903), Thailand (594), and Vietnam (43), that
have conducted significantly more drilling activities.
“This (PCECP) could mean a lot for the
country in our search for a new source of energy like the
Malampaya”, Secretary Cusi added, citing Malampaya’s
projected natural gas production depletion by 2022.
The Malampaya Deep Water Gas-to-Power
Project, under Service Contract 38, is the largest and most
successful natural gas industrial project in the country,
serving about 30% of the power requirements of Luzon.
After the roadshows, the DOE will formally
launch the PCECP in November.
The DOE will likewise send a delegation to
the Association of American Petroleum Geologists’
International Conference and Exhibition in Cape Town,
South Africa in the same month.
In August 2018, the DOE participated in the Asia-
Pacific Scout Check Meeting, as well as the South East
Asia Petroleum Exploration Conference where the DOE
Delegation held one-on-one meetings with 18 petroleum
exploration companies.

MALACAÑANG — President Rodrigo Roa Duterte on
Wednesday, September 19, emphasized to the newly sworn
Liga ng mga Barangay officials the importance of their
role in attaining peace and order and a graft-free nation.
President Duterte pointed this out during the oath-taking
ceremony of Liga ng mga Barangay (LNB) National Board
Officers and National Chapter Presidents, which was held
at the Rizal Hall of Malacañan Palace .
The Chief Executive stressed that the country
would not progress without the assistance and active
participation of local executives in their respective
communities.
“One thing is very clear to me… without the
assistance and the active governance of barangay captains,
municipal mayors, wala talaga mangyari dito,” President
Duterte said.
“As long as we are not able to impose law
and order, magulo ang ating bayan. And for as long as
corruption will not stop, I tell you, forget about dreaming
a place for our children and their children in the years to
come,” he added.
The President further expressed his desire for the
Philippines to be great again, like it was before.
However, with the existing situation wherein the nation
is facing several predicaments, particularly in the area of
law and order and corruption, he said that it might take
more years for the country to reach the current successes
of Malaysia and Indonesia.
“With our slow moving economy plus a corruption
na unabated, ah patay talaga,” President Duterte pointed
out.

projects in their community to avoid delinquency.
He also reminded them, especially those who are starting
a career in governance to guard their integrity by avoiding
corruption.
“So just be careful. Kung pirmahan mo lang
naman, see to it that it is done properly. When it’s not,
better say, ‘No, I’m not ready to face any… Baka masisira
lang pagkatao ko diyan,” he noted.
“Improve ko lang itong graft and corruption pati
law and order, okay na ‘yan. That would be a good start.
It cannot be the beginning. It cannot also be an end. But at
least it’s a good start somewhere,” President Duterte said
with optimism.

operations in the Cordillera Administrative Region due

Typhoon Ompong, the Palace said that this move is akin to

18, Presidential Spokesperson Harry Roque, Jr. noted that

environment to recover because this is actually a result of
environmental degradation,” Secretary Roque said.
“I think everyone agrees that while was too much,
there’s also man-made contribution to this disaster ‘no,” he
added.
With the closure of small-scale mining in CAR,
miners who are expected to lose their jobs would be
given assistance, which includes 15 days cash for work,
following the temporary closure of Boracay.
“Right now, we’re committed to assist everyone
na nawalan ng trabaho. In fact, they are at play already.
They are discharging their obligations. All they need are
the names [of the miners] and automatically be given 15
days of cash for work,” he said.
Secretary Roque said that while it’s vital to protect
the environment, the government has also the duty to strike

In the same press briefing, Spokesperson Roque
also relayed the good news from international bodies that
the Philippine economy continues to thrive.
McKinsey Global Institute (MGI), Mckinsey’s
business and research arm, cited teh domestic economy
as “very recent accelerator” while Fitch Ratings said
country’s growth outlook remains “favorable.”
“MGI noted that the Philippines’ rapid economic
growth would make the country an “outperformer” country
in the coming years,” Roque said.
“In its report for the third quarter, Fitch noted that
the Philippine economy will sustain its good performance
for 2018 on the back of increases in private consumption
and investment,” Roque added.
