President Duterte issues memorandum
circular to strengthen anti-drug campaign

Tuesday,
November 6, announced
that he would issue a
memorandum
circular
directing
the
entire
government
machinery
to mobilize its assets to
take an active role in the
government’s anti-illegal
drug campaign.
During his lecture
to the Cabinet Members at
the Aguinaldo State Dining
Room, the Chief Executive
narrated the correlation
of
the
two
notorious
predicaments the country
are facing – drugs and
corruption via “illegal drug
trade.”
“What
we
have
is the moving forward to
eradicate illegal drug trade,
activate a national anti-
illegal drug task force,” he
said.
The
task
force
will
be
composed
of
the personnel from the
Philippine
National
Police, Armed Forces of
the Philippines, Bureau of
Customs, Philippine Coast
Guard, and other agencies
of the government.
“It
can
provide
a
necessary
personal
compliment to carry out the
directive of the President
to the Bureau of Customs
to block the flow of illegal
drugs in this country,” he
cited.
The
President
reiterated that drug-trade is
a “national security threat”
because ‘shabu’ enters the
country almost every day.
He added that port areas’
vulnerability to corruption
could
allow
dangerous
cargoes to enter the country
as well.

BOC eases rules on duty and
tax-free balikbayan boxes
MANILA -- The Bureau of
Customs eases the guidelines
in availing the duty and tax-
free privilege of consolidated
balikbayan boxes, this after the
previous rules were met with
criticisms from the overseas
Filipino
workers
(OFW)
community for the tedious
requirements in availing the
P150,000 duty and tax exemption
privilege.
Customs Memorandum
Order (CMO) No. 18- 2018,
issued on October 11, 2018,
supersedes CMO No. 04-2017
which provides for the guidelines
on the availment of the privilege
by qualified Filipinos on their
consolidated
shipment
of
balikbayan boxes.
Instead of the mandatory
copy of Philippine passport,
the Bureau now accepts other
documents to show proof of
Filipino citizenship such as
photocopy of (1) pertinent page
of the Philippine passport with
personal information, picture
and signature, or in case of
dual Filipino citizen without
Philippine passport, photocopy
of
foreign
passport
with
personal information, picture
and signature plus copy of proof
of dual Filipino citizenship;
(2) permanent resident ID
or equivalent document in
other countries; (3) Overseas
Employment Certificate/OWWA
Card; (4) work permit; (5)
Unified Government ID issued
by the Department of Labor
and Employment; (6) any other
equivalent document except birth
certificate.
In a bid to simplify the
rules and regulations on duty and
tax-free consolidated balikbayan
boxes,
Qualified
Filipinos
availing of the P150,000 duty and
tax-free privilege are not required
to submit the commercial
invoices of the goods contained
in the balikbayan box. Invoices
are to be be submitted only if it is
available.
Aside from the proof of
citizenship,
the
regulation
requires qualified Filipinos,
through their freight forwarders
or deconsolidators, to submit the
Information Sheet in three (3)
copies where the first copy is to

MANILA--The
Regional
Tripartite
Wages
and
Productivity Board in the
National Capital Region has
prescribed a package of wage
adjustments that included the
integration of the P10 cost of
living allowance (COLA) into
the basic pay of Metro Manila
workers.
The new minimum
wage rates shall be P537,
reflecting an increase in
daily basic pay of P25. Non-
agricultural workers in the
national
capital
currently
receive a P502 basic wage a
day plus a P10 daily COLA.
The
RTWPB
also
mandated
that
workers
in the retail and service
establishments employing 15
that regularly employ less than
10 workers shall receive a
minimum wage of P500 a day.
In a press conference
Monday (Nov. 5), Labor
Secretary Silvestre Bello III
said the order was submitted
to the National Wages and
Productivity Commission for
validation and affirmation.
