Guzman MAKATI--The Metropolitan Manila Development Authority (MMDA) is all set to provide traffic and emergency assistance during the annual procession of the Black Nazarene which is expected to draw millions of participants. In a statement, MMDA Chairman Danilo Lim said 350 personnel will be deployed as early as January 6 for the procession of Black Nazarene replicas on January 7 and traditional “Pahalik” or kissing of the image at the Quirino Grandstand starting January 8. “On the main event, 850 personnel will be positioned at the vicinity of the Grandstand, Quiapo Church, and along the route of “Andas” for the safety of the millions of devotees expected to join the annual Traslacion on January 9,” Lim said. The MMDA contingent will come from different units identified to help the local government unit of Manila in maintaining peace and order during the festivity: The Western Traffic Enforcement Division shall be in-charge of managing traffic in the designated route of the procession and alternative route for motorists while the Road Safety Unit is tasked to install traffic cones and barriers at Luneta and processional route. The Sidewalk Clearing Group will also provide crowd control personnel during the “Pahalik.” The Metro Parkway Clearing Group is tasked to manage road clearing of any form of obstruction particularly garbage at the Luneta Parade Ground and roads along the 5.9 kilometer procession route. “Street sweepers will immediately clear roads of continue to page 2 DOE assures fair implementation petroleum products. of TRAIN law TAGUIG CITY -- As the implementation of the second tranche of the TRAIN Law for petroleum products took effect starting January 1, 2019, the Department of Energy (DOE) yesterday assured the public it has taken measures to prevent abuse and ensure fair and effective implementation of the taxation scheme. “The Department of Energy is mandated to ensure that the pricing of oil products is carried out within the parameters of the TRAIN Law,” Energy Secretary Alfonso G. Cusi said in a statement. He added, “Over the process of the implementation of the first tranche of the TRAIN Law, we have reached out to our stakeholders, especially the oil companies for their cooperation and we will continue our coordination with them throughout the second tranche.” He stressed that the DOE will be even more vigilant in monitoring the implementation of the second tranche of the TRAIN Law for “We will ensure the fuel stocks for 2018 will be utilized first and sold at the pre-implementation prices,” Sec. However, the DOE pointed out that the increase in pump prices of petroleum products resulting from the imposition of the second tranche of fuel excise tax will still be smaller. This is due to the offsetting effect of the rollbacks implemented in 2018 and January 2019.
