Robert Schwindt provided public comment for School Board consideration.
Finance
Truth-in-Taxation public hearing
Michelle Vargas, chief financial officer, presented a summary of the district’s budget and the local levy funding
necessary to maintain service delivery as programmed. Vargas explained that state aid funds the majority of district
operations at 69.75 percent of all revenue with local property taxes providing 21.46 percent. The detailed presentation
met all requirements for Truth-in-Taxation as outlined in state law. The School Board then welcomed questions and
comment from community members. No testimony was received and the public hearing was closed by Chair Tom
Heidemann.
Final tax certification for taxes payable 2019
Michelle Vargas, chief financial officer, presented the final tax certification for property taxes payable in 2018, a required
action for the School Board. The certified amount is $113,694,785.92. The resolution was approved on a unanimous
vote.
Community and government relations
Establishing polling locations for 2019
Al Ickler, executive director of community and government relations, presented a resolution to set polling locations for
2019. Minnesota law requires school districts to pass a resolution naming polling locations annually. This requirement
mandates the action is taken even if the the district does not intend to have a special election during the year. The
School Board approved the action on a unanimous vote.
Elementary and secondary education
School Within a School, exceptionally gifted
The Anoka-Hennepin School Board established a strategic priority to address services for highly gifted students, the
top one to two percentile, and additional programming for students in the top five to 10 percentile. At the elementary
level, this plan includes resources at the building level along with the creation of a school within a school program
at a selected site. Work on these efforts has been under development since 2015. Dr. Mary Wolverton, associate
superintendent for elementary schools, led a overview presentation regarding the program that will serve students
in grades 3, 4 and 5. The board will consider approval at their Jan. 14, 2019 meeting with a program start date of
September 2019.
General counsel
Approve master agreement with school service employees, SEIU Local 284 (custodians)
Paul Cady, general counsel, presented an agreement regarding terms and conditions of employment for custodians from
July 1, 2018, to June 30, 2021. The contract is within budget parameters and was approved by the School Board on a
unanimous vote.
