The School Board convened their Nov. 27, 2017 meeting with a call to order and was then joined with those in
attendance reciting the Pledge of Allegiance.
Communications, delegations and petitions
Pam Riddle addressed the School Board.
Elementary and secondary education
World’s Best Workforce
Johnna Rohmer-Hirt, director of research, evaluation and testing, presented a comprehensive overview of
Anoka-Hennepin’s results and future planning regarding Minnesota’s World’s Best Workforce (WBWF) legisla-
tion. The WBWF plan monitors and measures performance in preparing students for school, ensuring reading
proficiency by third grade, eliminating achievement gaps, preparing effectively for college or career, and en-
suring all students graduate from high school. The School Board noted how district curriculum decisions are
strategically made to support the outcomes of the WBWF elements. Cory McIntyre, executive director of student
services, and Kim Pavlovich, secondary director of curriculum, instruction and assessment, participated in the
presentation and provided information for School Board consideration.
School capacity and open enrollment for 2018-19
Dr. Joel VerDuin, chief technology and information officer, provided an overview of school capacities and schools
impacted by open enrollment restrictions for the 2018-19 school year. He stated that following district practice,
Andover High School, Blaine High School and Jackson Middle School would be closed to open enrollment for the
upcoming year, with exceptions consistent with state law. Parents who requested open enrollment for students
would be informed of the policies in early-December so that enrollment decisions can be made consistent with
applications for programs in the Northwest Suburban Integration School District.
Care and treatment transportation
Cory McIntyre, executive director of student services, and Keith Paulson, director of transportation, presented
a first reading of a district policy regarding students involved with residential treatment programs. The policy
reflects current district practice and provides direction to treatment centers regarding placement of students so
they qualify for district provided transportation. The policy is expected to return to a future meeting for approval.
Community and goverment relations
Legislative platform
Al Ickler, executive director of community and governmental relations, presented a series of considerations
regarding advocacy points for the upcoming session of the state legislature. The legislative platform includes
advocating for policy change regarding a special education funding cross-subsidy, relief for local taxpayers in
