Community and government relations
Legislative report and recap
Steve Kerr, executive director of community and government relations, and Lori Grivna, lobbyist for AnokaHennepin schools, provided a broad overview of actions taken by the 2016 legislature and how priorities of the
district were addressed. Grivna noted that the School Board had identified four priorities: compensatory funding, special education cross-subsidy relief, property tax relief, and an increase in the general education funding formula. While no official actions were taken on these items, Grivna noted areas of progress for the School
Board to consider for upcoming legislative sessions. The 2017 legislature convenes on Jan. 3, 2017.

Anoka-Hennepin Anti-Bullying/Anti-Harassment Community Task Force report
Dr. Jinger Gustafson, associate superintendent for middle schools, and Dr. Jennifer Cherry, Title IX coordinator,
presented the final report for 2015-16 on behalf of the Anti-Bullying/Anti-Harassment Task Force. The School
Board accepted the report and directed that the findings be delegated to the Anti-Bullying/Anti-Harassment
Leadership Team for future planning.
Anoka-Hennepin Anti-Bullying/Anti-Harassment Leadership Team report, including a response to community concerns about training
Dr. Jinger Gustafson, associate superintendent for middle schools, and Dr. Jennifer Cherry, Title IX coordinator,
presented a report on activities taken by the leadership team of the Anti-Bullying/Anti-Harassment task force.
Further information was provided regarding a training program required through a federal Consent Decree directive. The report emphasized the alignment between the work performed and the district’s guiding principles.
Finance
Board conversion of referendum
Michelle Vargas, chief financial officer, provided a calendar of events and timeline for conversion of existing tax
referendum authority from voter approved to board approved. The 2013 legislature established this authority for
all Minnesota districts and 39 districts have pursued this authority. The School Board is considering conversion
of a voter approved levy that originally supported operations along with the construction of Andover High School,
Rum River Elementary and Oxbow Creek Elementary. The conversion is revenue neutral and there is no tax
impact. The School Board would be considering this item for approval at their Aug. 22 meeting.
