MON06 Public Private Partnerships (P3s)—The Wave of the
Future—for the Water Sector
3:30–5:00 p.m.
Room: 501
Track: Financing, Rates, and Affordability
Moderator: Christopher Joassin
Municipal water and wastewater issuers have utilized
traditional financings like public offerings, SRFs and Rural
Development funds for some time. However, there is currently
much discussion about public-private partnerships (P3s)
and their potential to change the landscape of water sector
financing. Panelists in this moderated dialogue will explain key
components of a successful P3, how they are (and can be) more
fully utilized by water utilities to meet their financing needs, and
key decision-making components water utilities should employ
when considering whether a P3 is right for their project(s).
Panelists will focus in on the operational, financing, and both the
legal aspects and challenges of P3s that water utility leaders
need to know.
