The US water and wastewater industry remains the most
fragmented utility sector in the country, and many systems
continue to struggle to maintain financial and operational
capacity. The idea of partnership and consolidation has been

our water infrastructure crisis.

There is a widening array of financing options, including variations of
municipal borrowing and private capital. The first special session looks
at these trends from the perspective of S&P as well as through two
unique case studies. The second special session looks at addressing
a variety of financing challenges through cash reserves. A well done
cash reserve policy can address working capital needs and revenue
shortfalls during droughts, provide emergency funds for asset failures,
and smooth out rate increases.
