Throughout history , people have engaged in games of chance for entertainment or financial gain . Games of chance are , at their core , based on mathematics and probability . A roll of the dice or spin of the wheel , in conjunction with a set of rules , makes it possible to predict and calculate the likelihood of all possible outcomes . Legalized gaming is nothing more than the commercialization of chance , and the lucky few who manage to “ beat the house ” without foul play , cheating or deception walk away with legal proceeds . Money or property earned in lawful gaming is considered “ clean money .” Inevitably , gaming ’ s integration into both monetary systems and financial institutions also attracts bad actors whose intent on using games of chance is to mingle proceeds from illicit sources with proceeds from legal gaming activities .
