Elly van den Heuvel is an experienced manager , who has had a long career within the Government . Since a decade she works in the field of cybersecurity . She is experienced in the operational as well as the strategic side of this complex field . In 2014 she was appointed Secretary to the Netherlands Cyber Security Council ( CSR ). The Cyber Security Council has 18 high level members from government , industry , and the scientific community . The CSR offers both solicited and unsolicited advice to the Cabinet . The Council also facilitates public-private dialogue on the complex matter of cyber security . From 2008-2014 , she was head of the National Cyber Security Centre ( NCSC ) and its predecessor GOVCERT . NL . During this period she focused on strengthening existing ( inter ) national joint ventures within the community . The NCSC is formed as a public-private partnership . Building a strong public private partnership had her special attention . Added to her achievements were building a sturdy foundation of trust with all stakeholders . She was responsible for the operational coordination of large incidents ( including DIGINOTAR ) in the critical infrastructure .

The recent Coronavirus crisis has catapulted us into the digital future whether we like it or not . Due to this , there has never been a better time for Cyber criminals to try and steal intellectual property , thus we need to collectively strengthen our cuber-resilience with better coordination , long-term approaches as well as providing the required funding . Cyber security specialists should cooperate and share critical information and practices so as to minimize costs , create more effective solutions and help big and small organizations fall in line with the needs of the digital society as a whole . The Dutch Cyber Security Council ( CSR ) undertakes efforts on a strategic level to give directions to the Ministries and Secretaries of State , offering fast responses and high-level advice . Firstly , we have proposed a government-controlled framework for each sector to control and arrange the necessary consequences of rules violations and the creation of a center of knowledge which can help the exchange of critical information through trusted channels , improving communication between organizations . Furthermore , to raise the level of Cyber security and Cyber results we need to look at new technologies and the possibilities they create , implementing measures to reduce cyber risks and increase economic opportunities . Lastly , investing in collective Cyber security solutions is inevitable if we want to increase the EU security level , promote nation-wide cooperation and protect our community as a whole . In conclusion , the CSR in Netherlands is a very important and influential council and we believe that every country should also invest in their own Cyber Security Council , providing a level of strategic cooperation nation-wide .
