Keynote address Mr Kyriacos Kokkinos
Deputy Minister Deputy Ministry to the President of Research , Innovation & Digital Policy Republic of Cyprus
First of all , I would like to thank you for inviting me to this very important event .
Cyber-security is a topic that is extremely important in many aspects for every industry , but especially for the Maritime industry , the Energy sector and industries that are not constrained to geographic boundaries , but are globalized industries .
Before I set the scene on how our country is approaching cyber-security , let ' s explore the framework of cybersecurity at a European level . Cyber-security has three basic pillars : the cybercrime , the cyber defence and the network information security , the NIS . This is the way cyber-security is being approached by the European Union . For cyber-security framework to be implemented in the right way , collaboration between the industry such as the maritime industry , the academia and the public sector is needed . Although cyber-security might not be a technological challenge , it is considered as a business challenge . It has to do with how organisations , countries and even continents are protected , what kind of measures they are taking to be protected from cyber crime or cyber defense , and , how is the network and the information that flows among organizations or among nations secured . Therefore , this is a technological exercise , driven by business needs and digital technologies as well as the academic and career profession in cyber-security . This is a board level , C level discussion topic for every organization and the ownership of cyber-security does not belong to the Chief Security Officer . The Chief Security Officer is the advisor and the soldier for implementing the processes and applying the systems but it has to be at the level of the organizational boardroom in order to have the proper implementation .
