Jim Scott is an entrepreneur and investor with a unique blend of transaction, operating and leadership experience. Since 1998, Jim has been the Managing Partner of Denver-based The Scott Company LLC, a boutique advisory firm and merchant bank.
Jim is currently the CEO of StateHouse Holdings, a vertically-integrated cannabis company operating in California. StateHouse was formed in April 2022 by the merger of Harborside, Loudpack, and Urbn Leaf, and was one of California’ s largest cannabis operators before it entered receivership in October 2024. Jim took over as CEO in October 2024 at the request of the Receiver and the senior lenders. Jim was previously a Board member of publiclytraded Harborside Inc. and StateHouse Holdings. He has been active in the cannabis industry since 2013.
Jim is also the Managing Partner of Littlehorn Investments, LLC, a Denver-based investment fund focused on investing in, or buying, lower market operating businesses. Jim has served on the boards of several public, private, and non-profit companies and is currently a Board member of publicly-traded Aduro Clean Technologies( Nasdaq: ADUR).
Jim began his career in investment banking in 1992 with Salomon Brothers Inc. in their domestic mergers and acquisitions group. He also worked for SBC Warburg in their global chemicals investment banking and M & A groups. Jim graduated summa cum laude from Boston University School of Management in finance and operations management.

NORMAN BIRENBAUM Founding President | Cannabis Regulators Association
Norman Birenbaum is one of the country ' s most experienced cannabis regulators and leading regulatory experts. Norman was the Founding President of the Cannabis Regulators Association(" CANNRA "), an association of cannabis regulatory agencies from across the United States that provides policy makers and regulatory agencies with the resources to make informed decisions when considering whether and how to legalize and regulate cannabis and hemp.
Norman served as Director of Cannabis Programs in New York from 2019 to 2022 where he oversaw the regulation, administration, and policy development for New York State’ s medical marijuana and industrial hemp industries and led the state’ s efforts to legalize cannabis for adult-use. From 2015-2019, Norman led cannabis policy development and regulation for the state of Rhode Island including the restructuring of the state ' s medical marijuana program and creation of its hemp program. He also led the Governor ' s efforts to legalize cannabis for adult use and established the Rhode Island Office of Cannabis Regulation(" OCR "), the country ' s first cannabis regulatory office with consolidated authority over both hemp and marijuana licensees and products.
Norman was the founder and managing partner of Pear Tree Strategies, a consulting practice providing regulatory analysis, policy development, and strategic planning to governments implementing cannabis and hemp regulatory frameworks. Pear Tree Strategies also advised regulatory and financial compliance technology firms and Fortune 500 CPG companies navigating the complex cannabis landscape.
