Northbound Liquor is also scheduled for major building system replacements and its design, with product storage in a basement, is not ideal.
The city has been approached by retailers interested in the building
site, so the city will consider a new construction and possible addition of a retail recreational cannabis operation. State law requires cities to allow a minimum of one cannabis retailer for every 12,500 residents.
The City Council thus far has opted to maintain the minimum required and a municipal outlet. The expectation is the municipal cannabis store will provide for the same
service levels as municipal liquor in future years as a benefit to taxpayers. Store profits from the municipal liquor operation decrease city property taxes by $ 1 million each year.
Every other year, Elk River completes street improvement and reconstruction to the city’ s 180 miles of roadway. In 2025, 17 miles of street will undergo mill and overlays. Street improvements are funded through franchise
fees on property owner’ s utility bills.
Since implementation of the franchise fee revenue source to fund the pavement management programs, homeowners who experienced improvements have forgone property tax assessments of $ 4,000— $ 10,000 in lieu of roughly $ 110 per year in utility fees as well as decrease in property taxes to fund street improvement bonds.
The last roadway improvement to the city system, because of Highway 169 improvements, will be the cul-de-sac closure to Line Avenue near Twin Lakes Parkway. This project was initially discussed with the extension of Twin Lakes Parkway but had been postponed due to access concerns.
Lastly, following the completion of Active Elk River projects in 2023, Recreation Facility Master
Plans will be updated in 2025 to prepare for the growing need of athletic complexes and long-term plans for community and regional parks.
These plans are instrumental in the orderly development of park facilities and the acquisition of state or other grant funding.
