This has been a busy year for the city council and for city staff! I’ m excited to share some of the excellent work that is taking place and planned in the City of St. Louis Park.
The Vision 4.0 process has been underway in 2025, with many opportunities for the community to provide feedback in a variety of ways. This is the city’ s fourth visioning process, which happens every 10 years to update the strategic priorities that staff and elected officials use to guide planning and decision- making. The second phase of the three-year Cedar Lake Road and Louisiana Avenue road improvements started this summer, with construction on Louisiana Avenue between Wayzata Boulevard and Fire Station 2. In 2026, a roundabout will be constructed at the intersection of Louisiana Avenue and Cedar Lake Road. The project, which received state and federal funding, will provide equitable opportunities for transportation to underserved populations, improve neighborhood livability, and replace existing facilities at the end of their useful life. While there have been some minor amendments throughout the years, the city’ s zoning ordinance hasn’ t undergone a comprehensive review since 1990. In late 2024, city staff and planning commission began a zoning ordinance review to ensure the ordinance is consistent with the city’ s strategic priorities and the current needs of the community. In March, the city council adopted revised standards for our residential neighborhoods that allow smaller lot sizes and more housing types to be built in the community, as the first phase of this update. Phase 2 will include updating all the zoning code’ s business and mixed-use districts. Visit the city’ s website to learn more, take a survey and sign up for updates.
The METRO Green Line Extension( also known as the Southwest light rail project, or SWLRT) is drawing ever closer to its opening day for riders, expected in 2027. You’ ll begin to see more activity around the city’ s three stations – Beltline, Wooddale and Louisiana Avenue – as Metro Transit conducts months of extensive testing ahead of opening. The city’ s Arrive + Thrive project wraps up this fall, concluding a community-led process to create plans for gateway areas within the community to guide decisions about development, investment, and how the areas are used. The process includes updates to the existing plans for the three MET- RO Green Line light rail stations: Beltline Boulevard, Wooddale Avenue and Louisiana Avenue, and the creation of a new plan to guide investments along West Excelsior Boulevard. The resulting gateway plans provide guidance and implementation actions to support development that aligns with the community’ s interests, the city’ s strategic priorities, and the 2040 Comprehensive Plan. Hennepin County construction activities on Minnetonka Boulevard and County Road 25 continued in 2025, focusing on Minnetonka Boulevard between Highway 100 and Inglewood Avenue. Last reconstructed in 1952, this stretch of Minnetonka Boulevard had reached the end of its useful life. The project result will be a safer, calmer street for residents. The city debuts its first-ever Welcoming Week this fall Sept. 12-21. This campaign celebrates communities that have become welcoming places for all, including immigrants.
