Dave Carter has been involved in the building industry for over 30 years and served as the 64th President for the Florida Home Builders Association in 2011 . Dave Carter has been a Life Director of PCBA since 2000 , served as President in 1999 for the Polk County Builders Association , and was named the Builder of the Year in 2000 and 2004 , and received numerous awards for his service to the association and industry .
