Devoted to increasing professionalism in the home and building industry , he was responsible for drafting the legislation that created the Florida Construction Industry Licensing Board . He also promoted the industry ’ s role in political action and led the committee responsible for the design and construction of the Florida Housing Center in downtown Tallahassee in 1981 . He served as FHBA President in 1974 and was Builder of the Year in 1979 . ( Elected to Hall in 1992 )
