What is the FHBA Volume Builders Council ? The FHBA Volume Builders Council ( VBC ) consists of representatives from companies that build 100 or more homes per year . The VBC focuses on issues which affect volume builders and recommends actions on those issue to the FHBA . In addition to issues such as the Warranty Bill , Heat Exposure Pre-emption Bill and the Live Local Act , below are additional issues the VBC focused its efforts on during the 2024 Legislative Session .

A litany of HOA bills were filed for the 2024 Session . After substantial input from the VBC , FHBA lobbyists met with multiple legislators and key staff to address issues such as providing certainty to the value of a home for the purpose of indexing fines , maintaining the HOA ’ s ability protect the look of feel of a community while balancing the legislature ’ s desire for homeowners to install metal roofs , home generators and hurricane hardening , and requirements for HOA board members to complete continuing education requirements every 4 years regardless of the number of boards they serve on .
The bill as passed :
• Mandates community association managers to attend at least one homeowners ’ association meeting yearly , share contact details , and provide the association contract upon a member ’ s request .
• Requires HOA Board members to complete continuing education requirements every 4 years .
• Requires community association managers to complete specific continuing education hours biennially .
• Adjusts the obligations for maintaining and providing access to official records of associations , including the requirement for larger associations to post certain documents online and establish privacy protections .
• Sets rules for the electronic voting system , voting rights , assessment payments , and outlines the procedure and limitations for imposing fines and suspensions for rule violations .
