A constant battle in Tallahassee is the establishment of a “ shot clock ’” for building permit applications . FHBA supported this legislation to revise the time frames in which building permits must be issued .
The legislation as passed :
• Simplifies the process for installing replacement windows , doors , and garage doors by exempting the need for sealed drawings by design professionals , requiring installations to follow manufacturer ’ s instructions , and submitting these instructions with permit applications .
• Stipulates that local governments may not waive the time frames as a prerequisite for reviewing a permit .
• Allows local governments five days to determine if a building application is complete and compliant .
• Provides local governments 30 business days to review a permit for single family , duplex , triplex and quadplex residential units less than 7,500 square feet .
• Local governments are allowed 60 days for single family units greater than 7,500 square feet or for multi-family units exceeding 60 units .
• Local governments are limited to 10 days for approving permits using a master building permit or for a property owner participating in a Community Development Block Grant Disaster Recovery Program .
• Allows excess permitting funds to be used to upgrade technology hardware and software systems to enhance service delivery .
The bill must now be signed by Governor DeSantis to become law .
