This legislation allows local governments to adopt alternative , mobility-plan , and fee-based transportation systems , while ensuring that builders and developers don ’ t pay more than 100 % of their impacts . It also requires inter-local agreements between counties and municipalities to ensure that only one entity collects the fee and that the two jurisdictions agree on how the monies are spent to address each jurisdictional impact .
Under the bill , builders and developers will also be allowed to use impact fee credits to pay for mobility fees . Finally , the bill requires local governments to utilize recent data when increasing their impact fees .
Cumulatively , this bill addresses the uncomfortable position many builders and developers experience when caught between local governments .
This FHBA supported legislation now awaits signature from Governor DeSantis .
