A key concern in this bill was the sharing of highly confidential information with four separate agencies . AWB expressed concerns that this increased the opportunity for data breaches , and made the state a bigger target for cyber criminals looking to steal highly sensitive data . Two AWB staff testified in opposition to this bill at the Senate hearing , and the bill did not advance .

A key part of the CCA is the linkage of Washington ’ s program with California to create a larger allowance market to help control prices . This bill changes
Washington ’ s CCA program to make it easier to link with the California program while still preserving the autonomy of Washington ’ s program . AWB supports linkage with California to help bring Washington ’ s allowance prices down . However , AWB believes implementing a linkage agreement will take much longer than Ecology predicts . In order to control costs , additional reforms are needed to bring program and price stability in the short- and medium-terms before linkage is completed .
AWB brought forward a number of suggested improvements to provide that stability . Unfortunately , because of the pending initiative , legislators were concerned that major changes to the program would trigger an alternative on the ballot , and were very limited in the reforms they considered . Should the CCA remain , AWB will continue to advocate for those reforms next session .
SB 6092 disclosure of greenhouse gas emissions

This bill , another import from California , would have required the reporting of so-called Scope 3 emissions from companies . The California bill , which passed last in year , was broadly opposed by the state chamber and business . SB 6092 would require companies with revenue over $ 1 billion report their Scope 3 emissions . These are defined as supply chain , employee commuting and other tertiary emissions resulting from the company ’ s primary economic activities . However , these emissions are not under the direct control of the company and it was unclear what responsibilities or abilities regulated companies would have to manage them .
