I . Financial Assistance for Off-Campus Educational Programs : Dr . Margaret Envisioned Support for Students During Off-Campus Educational Opportunities
Dr . Margaret always knew that opportunities for University of Guam School of Nursing and Health Sciences students to engage in off-campus nursing education programs , nursing mentorship programs , nursing and allied health professional training programs and the training of Certified Nurse Practitioners at healthcare facilities such as the Guam Memorial Hospital , Guam Regional Medical City and the Department of Public Health and Social Services was invaluable to their careers in nursing . Dr . Margaret always encouraged , supported and made every effort possible to provide students with these hands on and real life opportunities to learn .
Dr . Margaret also recognized that all too often students faced financial and other difficulties when participating in these off-campus learning experiences Difficulties with transportation , difficulty affording meals during these off-campus educational experiences , difficulty to afford uniforms and difficulties with even basic necessities to complete these off-campus educational programs .
Dr . Margaret was always so proud seeing her students in hospitals wearing uniforms just like nurses . Dr . Margaret was always beaming with pride when introducing these students . She knew the importance for students to be proud of themselves and to be proud to eventually one day practice the healing art of nursing .
This specific financial assistance program shall be made available to Thirty ( 30 ) University of Guam School of Nursing and Health Sciences students every semester that have been accepted into an approved off-campus nursing education program , nursing mentorship program , nursing and allied health professional training program and the training of Certified Nurse Practitioners held at the Guam Memorial Hospital , Guam Regional Medical City and the Department of Public Health and Social Services . The criteria for eligibility and the amount of financial assistance will be determined by the Margaret Hattori-Uchima RN . MSN , Ph . D . Advisory Healthcare

Trust Committee ( hereinafter referred to as the “ Advisory Trust Committee ”); II . Financial Assistance for NCLEX-RN--Nursing Licensure Exam : Dr . Margaret Desired Financial Assistance for Nursing Students Taking the NCLEX-RN
As Dean of the University of Guam School of Nursing and Health Sciences , Dr . Margaret ’ s leadership of faculty , advisors and staff resulted in consistent 99 % to 100 % annual passing rates for students that took the “ National Council Licensure Examination .” The national pass rate is approximately 91 % and the international pass rate is approximately 45.5 %. In July of 2020 it was reported that the last four graduating classes of the University School of Nursing and Health Sciences achieved a 99 % first time pass rate or higher , producing nearly 100 registered nurses for the workforce .
Most more than likely would feel this achievement could not get any better . But Dr . Margaret felt that more had to be done to help these students with the practical financial realities of applying for , studying for and successfully completing the NCLEX-RN .
This specific financial assistance program will be available for eligible nursing students attending the University of Guam School of Nursing and Health Sciences that will apply for , be tutored for and successfully complete the NCLEX-RN examination in order to become a Guam Registered Nurse . Applicants must have completed at least two years of study at the University of Guam School of Nursing and Health Sciences , certify by affidavit their intentions to graduate from the University of Guam School Nursing and Health Sciences with an RN degree , certify by affidavit their intentions to remain on Guam to practice nursing for at least five ( 5 ) years after the date of their graduation and must attain a cumulative GPA of at least 2.75 %. The total initial number of annual beneficiaries under this specific financial assistance program shall be at Twenty ( 20 ) students . The amount of each award will be determined by the Advisory Trust Committee ;
III . To Support Practical Education Programs and Healthcare Education Advocacy : The Unwritten Book by Dr . Margaret

Dr . Margaret has been recognized for her numerous academic achievements including an Associate of Science Degree in Nursing from the University of Hawaii , a Masters of Science in Nursing from the University of Phoenix and a Ph . D . in Nursing from Villanova University . These and other academic achievements , academic leadership milestones , healthcare recognitions and awards must always be recognized .
Not commonly known and seldom recognized is the close to 50 years of life and human interactions that Dr . Margaret experienced , embraced , faced and never ran away from anything no matter how difficult situations became for her . Dr . Margaret ’ s life experiences provided her the gift to anticipate situations and respond to these situations with a sense of calm , courage , confidence , compassion and with a deep sense of caring . Dr . Margaret was led by an incredible heart and soul .
The Advisory Trust Committee will initially organize the first of four practical life education forums structured specifically for faculty , staff and students of both the University of Guam School of Nursing and Health Sciences and the faculty , staff and students of the Guam Community College Nursing Program . These practical life education programs will involve the selection of guest speakers with vast practical life experiences that will each share their individual practical life experiences . It will be encouraged that faculty , staff and students participate in these forums together . These forums will include time for those that are willing to also share their own personal life experiences they feel will contribute to the unwritten book of knowledge which was always a part of Dr . Margaret ’ s life IV . Mitigating Guam ’ s Critical Nursing Shortage : Expanding Nursing & Certified Nursing Assistance Education on Guam Through Long Distance Learning and Telemedicine to Mitigate Nursing Shortage
Throughout her career Dr . Margaret earned the respect of leaders in healthcare within and outside of Guam including those responsible for overseeing nursing education programs and those responsible for the operations and management of university hospitals . One particular vision of Dr . Hattori-Uchima

was for the University of Guam School of Nursing and Health Sciences to admit and graduate a larger number of qualified students especially since applicants often exceeded admission requirements . Dr . Margaret envisioned a Guam that no longer had a shortage of nurses , nurse practitioners and allied health professionals .
Despite Dr . Margaret knowing that financial resources for expanding were not readily available , that financial resources were not readily available to purchase computer generated lifelike patient simulators , intravenous arm simulators and other state of the art equipment necessary for a simulation curriculum , she continued to bring attention as far away as Europe on adverse healthcare impacts resulting from a critical shortage of nurses on Guam .
