414.00 RACIAL / BIAS-BASED PROFILING
414.04 POLICE CHIEF AND PEACE OFFICER EDUCATION AND
TRAINING ( Renumbered 07-27-17 ) ( Revised 05-28-21 ) ( A 1.2.9b )
A . Each peace officer employed by the City and each Reserve peace officer shall complete the comprehensive education and training program on racial / bias-based profiling established by the Texas Commission on Law Enforcement ( TCOLE ), including legal aspects , not later than the second anniversary of the date the officer was licensed , or the date the officer applies for an intermediate proficiency certificate , whichever date is earlier . A person who on September 1 , 2001 , held a TCOLE intermediate proficiency certificate , or who had held a peace officer license issued by TCOLE for at least two years , shall complete a TCOLE training and education program on racial / bias-based profiling not later than September 1 , 2003 .
• Specially designated officers tasked with implementing commercial vehicle enforcement activities shall also receive training related to Federal Motor Carrier Safety Administration ( FMCSA ) activities as appropriate . ( See Traffic SOP for additional information .)
B . The Police Chief shall , in completing the training required by Section 96.641 , Texas Education Code , complete the program on racial / bias-based profiling established by the Bill Blackwood Law Enforcement Management Institute of Texas .
