Per the Texas Code of Criminal Procedure Article 2.134 , law enforcement agencies must report the preceding year ’ s motor-vehicle stop data to their governing body prior to March 1 st of each year .
Annually , since the Texas Racial Profiling Law was enacted in 2001 and to remain compliant with legislative mandates , the Arlington Police Department ( APD ) collects , analyzes , and reports motor-vehicle related contact data . As required each year , this data is reported to both the Texas Commission on Law Enforcement ( TCOLE ) and the Mayor and Council . The 2023 Racial Profiling Report is now presented to the Mayor and Council for their review and information .
The report was analyzed and compiled by professional consultant Dr . Alex del Carmen . Dr . del Carmen is a national leading authority on the issue of racial profiling , and one of the first scholars to research and publish on the topic . Currently , he is an Associate Dean and Professor of the School of Criminology , Criminal Justice , and Public Administration at Tarleton State University . He collaborates and consults with the police department across the nation , on a variety of issues . He is also an instructor at the FBI National Academy in Quantico , Virginia .
The 2023 Racial Profiling Report indicates that APD follows the requirements and standards of the Texas Racial Profiling Law . The report specifies the department ’ s compliance with having policies defining the act of racial profiling , prohibiting officers from engaging in such acts , and that all racial profiling training requirements have been met . The report also indicates APD meets the requirement to educate and inform the public concerning the process to file a racial profiling complaint . The Arlington Police Department is in full compliance with the law and is committed to full disclosure of incidents of racial profiling .
The information contained in the Racial Profiling report relative to use of force resulting in bodily injury is limited in scope in accordance with the reporting requirements established by the Sandra Bland Act ( S . B . 1849 ). In order to fulfill its commitment to transparency , the Arlington Police Department will present information on all use of force incidents for the calendar year 2023 in its annual use of force report update to City Council . In addition , the report will be available for citizens on the Arlington Police Department website .
