Introduction

Language Access Community Survey

In Summer 2021 , the Office of Civic Engagement & Immigrant Affairs ( OCEIA ) and the San Francisco Immigrant Rights Commission ( IRC ), in partnership with the Language Access Network of San Francisco ( LANSF ), conducted a Language Access Community Survey in 11 languages .
The goal of the Language Access
Community Survey is to inform
City leaders and policymakers as
they work to identify gaps in
language services and determine
how to make improvements for
San
Franciscans
who
speak
a
primary
language
other
than
English .
The survey was part of a threepronged strategy to improve language access in San Francisco . In April and May 2021 , the IRC held a two-part series of special hearings with community organizations to review the City ’ s Language Access Ordinance ( LAO ). Following the hearings , the IRC commissioned the survey to hear directly from community members about their experiences accessing services in their language , and provided input on the Board of Supervisors ' plan for proposed amendments to the LAO .
