The survey was part of a threepronged strategy to improve language access in San Francisco . In April and May 2021 , the IRC held a two-part series of special hearings with community organizations to review the City ’ s Language Access Ordinance ( LAO ). Following the hearings , the IRC commissioned the survey to hear directly from community members about their experiences accessing services in their language , and provided input on the Board of Supervisors ' plan for proposed amendments to the LAO .
