 Of the total 2,074 survey respondents , 1,207 ( 58 %) stated that they speak , read , write , or understand English “ Not well ” or “ Not at all .” This report uses this definition when referring to Limited English Proficient ( LEP ) respondents .

 LEP respondents cited friends and family , television , and community organizations as their top three sources of news and information for services they needed during the COVID-19 pandemic .
 The survey found that a majority of LEP respondents ( 54 %, 652 of 1207 ) get their news and information mostly or only in a language other than English . Another 20 % of respondents ( 236 ) receive their news and information about half in English and half in another language .
