“ Electromagnetic pulses , whether caused by an intentional EMP at-

tack or a naturally occurring geomag- netic disturbance , could disrupt crit- ical infrastructures such as the electri- cal grid , commu- nications equip- ment , water , and wastewater sys- tems , and trans- portation modes ,” explains Brent Tal- bot in a 2022 report . “ This could im- pact millions of people over large parts of the country . It is critical to protect against the potential dam- age an EMP event could cause .”

The report , a collaborative effort be- tween DHS S & T , FEMA ' s Integrated Public Alert and Warning System ( IPAWS ) Program , and CISA , sum- marizes recommendations that federal , state , local agencies , and private sector critical infrastruc- ture owners and operators can em- ploy to protect against the effects of an EMP event .
