Programs are informed by evidence-based research and / or are assessed for their effectiveness .
Bystander engagement is encouraged through safe and positive intervention techniques and by empowering third-party intervention and prevention such as calling for help , using intervention-based apps , identifying allies , and / or creating distractions . Bystander empowerment training highlights the need for those who intervene to ensure their own safety in the intervention techniques they choose , and motivated them to intervene as stakeholders in the safety of the community when others might choose to be bystanders .
