Lake Linganore Grant

Update

As previously shared in the weekly dredging updates and in January ' s LakeTalk , LLA is the beneficiary ( Frederick City and Frederick County grantees ) of $ 3million in grant funds to continue dredging efforts in the spring .
How will the $ 3 million in grant funds be used ?
The Dredging Committee submitted preferred areas / uses for consideration . Please note Maryland Environmental Services , the City of Frederick and Frederick County coordinated extensively with the design engineer in reviewing the requests . Please also keep in mind when reading , the funds must be used prior to June 30 , 2021 , and the purpose of the grant is to ensure the long-term safe yield of the water reservoir for drinking water for City and County residents .
a ) Finish dredging to or within 3-4 of the shoreline from 6716 W . Lakeridge Rd . through Area 4 . After further review of this location and discussion with MDVP operators , it was determined that further removal along this area outside the original design template is not feasible with the equipment that MDVP has on-site due to draft requirements and permit limitations in removal depth .
b ) Clean out the bay leading into the Indian Cave . Initial dredging design
22 LakeTalk February 2021 did not include removal within this side cove due to the presence of a sewer line crossing . Further investigation confirmed the presence of a shallow sewer siphon that crosses the mouth of the inlet to Indian Cave , which is at a depth that it could potentially be damaged by the dredging equipment ( cutterhead during active removal and / or spud damage ) – as a result , no additional dredging is possible in this area with current equipment .
c ) Dredge out the Balmoral bay area , i . e ., the area on the other side of the spit and up to the shoreline of the Isles of Balmoral . Due to other contractual obligations , MDVP has indicated that they will only agree to additional dredging in 2021 in the area that requires the use of only one booster pump , e . g . up to the bend in the lake at the former spit location . This area does not fall within those restrictions . Additionally , due to the draft requirements and permitted depth limitations , the majority of this area would not be accessible by the equipment that is on-site .
d ) Pay for a study of forebay and dewatering site options , i . e ., set the stage for future maintenance dredging . Such a study does not fall within the limitations of the grant funding . Additionally , after extensive discussion of the option of constructing forebays during the alternatives analysis phase of the project , it was determined that forebays were considered during initial lake planning but ultimately not included when the lake was constructed . Therefore , forebays would be considered “ new work ” by the permitting agencies and would require additional coordination to determine if such work would be considered for permit approval .
In short , the grant funds will be used for additional dredging to add depth to the lower portion of the lake , and the additional funding is supporting widening that removal to nearly bank to bank rather than limiting removal to the deep old channel only . The dredging crews will complete this work this spring .
While we are aware this is not the best outcome for some lake front owners , this is still a huge win . Without this grant and the assistance from the City and the County , LLA would have never been able to compete the amount of dredging that has been and will be done . LLA paid $ 3.75MM of the $ 21MM that will be spent for this project .
