SHB 2856 concerning a moratorium on facial recognition technology

Substitute House Bill 2856 , sponsored by Rep . Debra Entenman , D-Kent , would have created a moratorium on the use of facial recognition technology by state and local government agencies until July 1 , 2023 . It would prohibit the installation or operation of any equipment that incorporates facial recognition in places of public accommodation until July 1 , 2023 . It would create a joint legislative task force on facial recognition to review existing research , document potential threats , and provide recommendations regarding appropriate regulation of facial recognition . This bill would have eliminated the use of facial recognition in the state of Washington for all purposes . AWB opposed the bill .

SB 5799 concerning the fair servicing and repair of digital electronic products

Senate Bill 5799 , sponsored by Sen . Bob Hasegawa , D-Seattle , would have required digital electronic product manufacturers to make available information , parts , and tools to those who wanted to do independent repairs . It would have prohibited manufacturers from requiring the purchase of proprietary information or preventing specified functions related to independent repair . The bill raised significant privacy and security risks . It would further hamper innovation and could result in Washington State consumers being isolated from new products . The companion bill was SHB 1342 , sponsored by Rep . Zach Huggins , D-Tukwila . AWB was opposed to these bills .
