with selected audio clips and
short videos. Here too you will find

Our gallery artist curator, Leslie
Leeper, made an important point
when she said, “These are certainly
strange times (that) everyone has
been affected by, including these visual
artists (and artisans) as well as
our performing artists. Your purchases
can help them through the
pandemic.”
Our Open Call to Artists and Musicians
is planned for the end of
June. We invite you to visit www.
charbonneauarts.org throughout the
summer to hear further details
about festival plans. “Charbonneau’s
Festival of the Arts — The Virtual
Exhibition” will launch Oct. 1. I hope
you will join us.

Life in Charbonneau
continues, while making
other plans
Our responsibility
is, of
course, to the
health of our
community.
Charbonneau
has done a commendable
job in
SWITZER
reducing the
spread of COV-
ID-19 within our membership. Even
with a population that could be
considered high in the “at-risk”
category, our cases per 1,000 is far
less than the state average. But beyond
that, the board has a duty to
protect the financial health of our
association. We must continue to
adhere to the governor’s guidelines,
whether we like them or not.
Yes, we are adults and we should
be responsible for our own safety
and health — and there is much
agreement from the board on that
issue — but we also recognize that
any deviation from the guidelines
that have been provided could increase
the association’s financial
exposure needlessly.
The board is following the phasedin
guidelines in opening up our facilities.
In addition, the board approved
the opening plan presented by the
Tennis Club Board. It includes additional
cleaning and sanitizing, leaving
the door open, and increasing the
number of hand sanitizers throughout
the building. The outside courts
opened in late May and the indoor
courts opened with restrictions
June 6.
The clubhouse has reopened with
restrictions and subject to advance
reservations. Limitations can change
daily in this kind of situation, so call
the clubhouse for the latest information.
We might be in Phase 2 by the
time this is published and will continue
to keep everyone updated. Please
respect the social distancing guidelines
when in and around the administrative
office.
The board has held several meetings
using the Zoom platform. We
have afforded our HOA members the
opportunity to take part, either via direct
connection, cell phone, or email.
Our amazing staff has been able to
work from home during this time and
Jim Meierotto has provided the board
with updated information on our budget,
golf course merger, COVID-19
guidelines from the county and state,
and all that goes with administering
our community. In addition, our committee
work continues, especially the
Village Center Task Force. They have
had countless meetings with the project
managers, architects, staff, and all
those involved with the planning of
the new Activity Center and remodeled
Event Center. The task force has
reported to the board that they are
nearing the presentation phase to the
community.
The hope is to have a presentation
ready sometime mid to late summer.
But, as we have come to know, meeting
plans are often impacted by factors
not in our control.
Last year, the board had four vacancies
and filled those with the process
outlined in our by-laws. In addition,
our by-laws specifically limit directors
to two elected consecutive
terms. But there was no clear provision
for appointed directors if they
wanted to serve beyond the term they
were filling. At our June 2 meeting,
the board unanimously voted to clarify
the procedure. Directors Gene
Tish, Gary Newbore, John McClain,
and Jim Gibbons are appointed directors.
Therefore, if they wish to continue
on the board after the completion
of their terms, they will be able to run
for election and, after that term, will
be able to run for another term.
As we have had to delay our annual
meeting and board election, the board
asked Kathy Harp to remain as our
president until replaced. Our by-laws
allow for this procedure and our HOA
attorney has offered guidance on how
to proceed. We have a tentative date
of July 29 for our annual meeting. We
should have everything confirmed
about the same time you are reading
this. The nomination process for the
three open board positions began in
March (about the same time as the
health emergency) and closed in mid-
April. Directors Pat Tewell and Gary
Newbore have submitted their names
for consideration, as did Linda Owen.
The board approved these three candidates
and the procedure for our
HOA election will be forthcoming
within the guidelines of social
distancing. We will have our regular
board meeting July 7 and elect
new officers at our Aug. 4 board meeting.
At the special meeting Jan. 28, the
board introduced four resolutions.
One of them was to form a committee
