BUSINESS RESOURCES Economic Development Incentives City of Arlington Office of Economic Development State of Texas Incentives Texas Enterprise Fund – State of Texas 101 W. Abram Arlington, Texas 76010 817-459-6155 www.arlingtontx.gov/business The City of Arlington can pursue grant funding for eligible projects through the Texas Enterprise Fund. The 78th Texas Legislature established the Texas Enterprise Fund to provide financial resources to help strengthen the state’s economy. The Governor, Lieutenant Governor, and the Speaker of the House must unanimously agree to support the use of the Texas Enterprise Fund for each specific project. The Office of Economic Development (OED) strives to support the growth of Arlington’s existing businesses and attract new opportunities that will contribute to the economic vitality of the City. The ultimate goal of the OED is to foster opportunities that will increase the ity’s revenue, provide high-quality employment opportunities for residents, and contribute to the overall prestige and future growth of the City of Arlington. Incentives and Assistance City of Arlington Tax Abatements A tax abatement may be granted for eligible facilities on all or a portion of the increased taxable value of real and/or personal property over the Base Year Value. Chapter 380 Economic Development Grants The City of Arlington offers economic development grants under Chapter 380 of the Texas Local Government Code. Chapter 380 agreements provide construction and infrastructure grants which are negotiated on a case-by-case basis. Tax Increment Financing District (TIF)/Tax Increment Reinvestment Zones (TIRZ) The purpose of the TIF/TIRZ districts is to reimburse private developers for public infrastructure improvements that may contribute to a financial gap on a specific project. This reimbursement is funded by the added taxes generated by the new development that occurs within the boundaries of the district or zone. Development Fee Waivers The City of Arlington provides a full waiver of development fees including platting, building permits, electrical, mechanical, and plumbing on eligible projects. Texas Enterprise Zone Program – State of Texas The City of Arlington can nominate projects as an enterprise project under the Texas Enterprise Zone Program. Upon the City’s designating a business as an enterprise project and upon that project’s designation being approved by the state, the business would be eligible for: • Refund of state sales and use taxes paid for building materials, machinery and equipment, electricity and natural gas purchased and consumed in the normal course of business and depending on investment amount and number of jobs created/retained. Further eligible items include tangible personal property purchased and consumed in the normal course of business and taxable services. @ArlingtonPublicLibrary Triple Freeport Exemption Arlington has Triple Freeport, the exemption of Freeport property from taxation by all three taxing jurisdictions- The City of Arlington, Tarrant County and the Arlington Independent School District for inventory leaving the State within 175 days. The exemption covers goods that are detained in the state for purposes of assembling, storing, manufacturing, processing, or fabricating by the person who acquired or imported the property. Tarrant County Tax Abatement Projects may be eligible for an abatement on added taxable value on real or business personal property for a period of 10 years.
