How local councils can lay
the foundation for Chain of
Responsibility compliance
H eavy vehicles are an essential part of delivering
council services, from upkeep of parks and
local facilities, to waste management. Councils are
responsible for ensuring their vehicles and assets

Responsibility (CoR) laws, as they have had a

CoR legislation makes it clear that everyone
involved in transport operations, including
councils, are now responsible for any breaches in
compliance regulations, such as fatigue, speed or
loading laws. The safety of all road users is a
priority, and this must be kept in mind.
The first step in conducting a risk assessment is
to identify any existing challenges to mitigate
hazards. This includes owned vehicles and assets,
contractors, and sites where vehicles are loaded
and unloaded.
