Mr. Speaker,
That is precisely what this vitally important annual
document is all about.
It is the vehicle through which
Government informs the people about what it has
accomplished during the last year and what it has planned
for the coming year. It is on the basis of the information and
data contained herein that our citizens are in a position to
render judgment on their Government’s performance in
delivering good governance, sound financial management
and the concrete economic and social advancement of our
nation.
