David O. Brown
After serving 33 years on the Dallas Police Department, Chief
David O. Brown retired October 2016. Throughout his tenure,
he recognized the importance of establishing and maintaining
collaborative partnerships within the community to make the City
of Dallas one of the safest cities in the country.
To keep gains in crime reduction efforts sustainable, he believed
more than traditional policing would be needed, which resulted
in the enhancement of Community Policing. Several community
outreach and youth centered programs such as Chief on the Beat,
Coffee with Cops and the expansion of the Police Athletic League
(PAL) were implemented to build lasting positive partnerships.
Under his leadership, transparency and accountability efforts
were also made to improve public trust and confidence. The
online publication of officer involved shooting data designed to
provide citizens information regarding critical occurrences, the
development of a Foot Pursuit Policy, implementation of Use of
Force training for officers and the initial purchase of body worn
cameras.

On July 7, 2016, the City of Dallas faced one of its darkest days in
history when a gunman took the lives of four Dallas police officers
and one Dallas Area Rapid Transit officer. Chief Brown’s strength,
compassion, and leadership during this time made the world stop
and remember the brave men and women within law enforcement
who put their lives on the line to keep the communities in which
they serve safe. He also reminded everyone to never forget the
officers who made the “ultimate” sacrifice.
