Early Childhood Education Overview
OUSD’s Early Childhood Education programs serve over 1,700 children in our preschool and afterschool programs. Our program
represents the ethnic, racial, cultural, and linguistic diversity of Oakland’s rich population.
We operate over 30 sites throughout the city. Programs include both part-and full-day classrooms. Services are provided
on a sliding fee scale, based on a family’s income. The California Department of Education’s Child Development Division has
determined the fees and income guidelines. Some of our programs operate on elementary school sites while others are located
at stand-alone Child Development Centers (CDCs), where there are multiple classes.
The Early Childhood Education preschool program prepares children for success in Kindergarten and beyond by providing
students with curriculum that is developmentally, culturally, and linguistically appropriate. The curriculum includes instruction
in early literacy, math, science, art, physical development, and social/emotional development and is rooted in the California
Preschool Learning Foundations. It is our goal to provide each child with individual attention that is essential during the early
years, an engaging curriculum and a safe, nurturing environment in which students thrive.
2015-2016 Preschool Entrance Requirements:
• Children must be 3 years old on or before September 1, 2015.
• Children must be fully toilet trained.
• Families must meet eligibility and need criteria as specified below, and each family applying for enrollment must submit ALL
paperwork that is required.
• The family’s gross monthly income must fall within the income ceiling below:

The Enrollment Process
All families begin the enrollment process by completing and submitting an Eligibility Application. Eligibility Applications are

Enrollment Process
STEP 1: Parent or guardian completes an eligibility application at the Eligibility & Enrollment Office.
STEP 2: A brief prescreening interview is conducted by Eligibility & Enrollment Office staff.
STEP 3: Family is given an enrollment packet and a registration appointment date is set.
