enrolled, the Interdistrict transfer agreement applies only to

Families who are Oakland residents who wish to attend a
public school outside of Oakland:
If your family resides in Oakland and would like your child
to attend a public school outside of Oakland, you must
submit an inter-district permit application to the Student
Assignment Center. An application for an inter-district permit
can be obtained from the Student Assignment Center at 746
Grand Avenue. Families that wish to exit OUSD for another
district must bring documentation supporting their request.
Supporting documentation can include two current paystubs, as well as a letter from the employer showing full time
employment outside of Oakland or a current school report
card or student transcript for a student continuing in an outof-district school. For detailed information on the guidance
and provisions of interdistrict transfers for OUSD, please ask
the Student Assignment Center.
The application and documentation will be accepted and
reviewed by a panel at the Student Assignment Center.
Permits are processed and approved or disapproved on a
weekly basis and forwarded to the requested district. The
family will be notified of the decision. Final approval is made
by the requested district (not OUSD).

in Transition
Children and Youth Experiencing
Homelessness – Families in
Transition
Families in transition are encouraged to participate in
the Options process. The McKinney-Vento Homeless
Assistance Act ensures educational rights and protections
for children and youth experiencing homelessness. Families
in transition are defined by the McKinney-Vento Homeless
Assistance Act as students who have unstable or uncertain
housing. Examples of unstable or uncertain housing include
sharing housing with more than one family due to eviction
or economic hardship, living in emergency or transitional
shelters, hotels or motels, trailer parks, camp grounds, or
other places not designed for sleeping like garages, attics, cars
or parks.
Students also protected under McKinney-Vento include
unaccompanied youth who are not in the physical custody of
a parent or guardian. Students whose parents or guardians
will not permit them to live at home are considered homeless
if they live on the streets, in shelters or other transitional or
inadequate accommodations. Other identified reasons for

Apply
a student to be eligible under the McKinney-Vento Homeless
Assistance Act include runaways living in inadequate
accommodations even if their parents have and are willing to
provide a home, children placed in foster homes because of
their parents’ lack of shelter, hospitalized and incarcerated
children abandoned by their families, and unwed school-age
mothers who are living in homes for unwed or expectant
mothers with no available living accommodations.
Special Support for Families in
Transition
Families in transition will need to work with a representative
from the Transitional Students and Family Unit to prepare and
submit their paperwork. The counselor will immediately assist
the family to apply for school placement. Representatives are
available to assist at the Student Assignment Center located at
746 Grand Avenue. If you need further information, transition

Exceptional Children
(Special Education)
Parents or guardians of students with an Individual Education
Plan (IEP) who participate with the Options Open Enrollment
process will be assigned a school depending on the service
delivery model their child needs and its availability. The
