The pipeline from Wivenhoe Dam provides security
of supply when combined dam levels fall below 40
per cent. Management of our catchments and water
sources is important and this year saw investigations
into catchment management and underwater
(bathymetry) investigation of storages. The safety
of our dams is a top priority of Council and this year
again saw the completion of annual safety inspections
to identify areas of risk and action plans to mitigate
these potential issues. These analyses assisted with
review Emergency Action Plans for each of our dams
to meet new regulatory requirements.
Works to the Western Trunk Main at Hogg Street on
Tor Street were completed this year with upgrades
to the 675 millimetre trunk water main. These works
have ensured that Council can continue to provide a
sustainable water supply to West Toowoomba.
The township of Wyreema has been connected
to the Toowoomba Bulk Supply to meet growth in
the area. The work included the construction of a 7
kilometre pipeline connecting to the main Toowoomba
water supply at Westbrook. The design of a 7.6
kilometre trunk water main was also completed this
year to improve reliability of supply to the growing
Toowoomba Enterprise Hub at Charlton. The
proposed trunk main will connect to the Toowoomba
Network at the corner of Hursley Road and
Greenwattle Street and will continue along Hursley
Road, Cecil Plains Road and O’Mara Road linking
into the existing network at O’Mara Road. The trunk
main will consist of 375 millimetre and 450 millimetre
diameter pipelines. Tenders were called this financial
year for completion of the works for the 2016-17
financial year.
Quality drinking water for our region
Council successfully delivered a high compliance with
the Australian Drinking Water Guidelines and Drinking
Water Quality Management Plans in the operation
of the Toowoomba Region water supply system. The
operation of Council’s Mount Kynoch Water Treatment
Plant in compliance with Department of Environment
and Heritage Protection licence conditions is a key
focus of Council. This included improving backup systems, fully-functioning alarm systems and
compliance. This year also saw the completion of
Water Supply studies in both Blue Mountain Heights
and Yarraman.
Following a re-certification audit carried out in April
2016, Council maintained Third Party Certification for
ISO 9001:2008. This certification will expire at the
end of 2018 when recertification to the new ISO:2015
standard will be required.
Works to investigate, design, construct and commission
approved Clifton water supply treatment infrastructure
improvements were completed this year. The trials
of the Pilot Water Treatment Plan for Clifton were
successful, with reporting completed this financial year.
The further progression of this project will depend on
stakeholder consultation and further approvals.
